That's dependent on your needs. I estimate each tier to take slightly longer because it will be more in-depth. At the basic tier, it should take about a week. Tier 2 would table roughly 2 weeks depending on the number of users and amount of files. Tier 3 package is a bit different, in that it is priced for taking 1 month and we accomplish what we can in that month, after that additional workflow automation and upkeep would be on an hourly or contract retainer basis. I would rather we take our time and make sure you are happy with the results.
